Okay, so the consensus seems to be that the turn 1 attack should be disallowed. At least one person from Gimli's team has so voted. So I will add a rule and Gondor will need to replay.
To Gimli and those against the rule change (if anyone), I will say this: we are in the midst of a revival of Third Age. There are many players new to TATW. To the extent that our old TATW traditions are to be changed, now is the perfect time to change them. Just because something was a tradition does not make it automatically correct or the best way of doing things. The new players have voted to bring a rule very common to other sections on TWCenter into Third Age. I don't see any reason to prevent them from doing so, especially when we have "bipartisan support" for it, so to speak.
You have my apologies for not thinking of this prior to starting the hotseat. But I don't believe this prejudices Gondor in any way, by letting Mordor know what you will try to do on turn 2. As Hannibal stated, the move was fairly obvious. And he really can do nothing to prevent your turn 2 attempt at any rate. It is only by turn 3 that he can reinforce, if he chooses to do so.
