Editing Syracuse

I just need a walkthrough on what I need to do to weaken Syracuse's start. Literally every game, and I mean literally every game, ends up with Syracuse totally DOMINATING Carthage and frankly I'm annoyed with it. As Rome especially I want something like a Punic War or two for RP reasons and this never happens. Syracuse invariably conquers Sicily, North Africa, and Carthaginian Iberia.

All I want is to be told how to cripple Syracuse at the start through modding, that's all. Any help is greatly appreciated.
