Campaigns Crashing

After choosing a faction and right before I enter the loading screen the game crashes on my campaign.

I'm an idiot, I realized what I was missing just after posting this. Anyway I fixed as much as I can, but now it's just taking me back to the campaign list. However I don't understand the error I get upon exiting the game.

It's "descr_strat.txt, at line 60, column 12. could not create settlement at script line 60"

This is the settlement referenced:

There's nothing wrong with it as far as I can tell. does anyone know what might cause this?
