Can't build ships?

I was able to break through the North's lines and Take DC and Baltimore forcing them to sign a peace treaty. Afterwards I turned my attention south and declared war with Mexico while winning the favor of The USA. I conquered All of Meixco and Latin America. I've noticed no matter what tech I research or how long I play I notice no ships. Is there a way to build some to plan my invasion of Europe?

If you have everything installed correctly, ships scan be built in a regular trade port.
