I cannot call it a bug, but I am finding the current build to be absolutely miserable to play in the later game as Rome. My expansion has basically ground to a halt due to constant rebellions - despite my efforts to patrol regions, despite building temples and other public order buildings. I'm also finding that trade income is terribly low. I really think that your efforts to keep the late game from being a steam roller have gone too far.
When you say current build do you mean the 1.2.3 beta as a whole or the latest update? The most recent version has only been out an hour, so I assume you mean the overall beta? We haven't changed anything with public order in over 2 years probably so I am not sure what could be the issue. Unless its banditry? What specifically is causing your public order problems? Whats the largest negative? Maybe there is a bug. Also remember that political effects can hurt PO a lot. So as Rome, if you have a large % influence in your main party then that will be very bad.
Most people find the late game pretty easy still. Honestly if there are problems with rebellions and keeping a large empire together, thats a good thing. All total war games hit a steamroll phase eventually, we want to put that off as long as possible and have some sort of late game challenge. This is the first time I am hearing people finding the late game difficult to be honest.
I would not call it difficult, just tedious as hell. No one has attacked me at all in this game - I have initiated every single war. I don't think I could really lose at this point, I just cannot expand any further. I think the political effects and banditry must be causing the problem. Having a value of red 50 for banditry in every province sucks. I have 59% influence (trying very hard to get 65% so I can declare an empire). Obviously if I let my influence get lower, I'll get into a civil war, which I am trying to avoid. It seems that no matter what I do, banditry just keeps going up. None of the technologies I research seem to help. Having patrols does not seem to make much difference. Honestly, I have begun to hate playing this tedious game where every time I try to move enough armies into place to attack someone, I get another handful of rebellions. It seems damn near impossible to make these people happy members of a prosperous empire.

I haven't seen it reported as a bug during the couple of weeks of testing - but the new 'Change Capital City' button is appearing (now greyed out) in several other screens - most noticeably post-battle on the 'deal with captives' and 'capture settlement options' section. I also see it elsewhere...
Other than that in my brand new Roman Campaign - the Rorarii have disappeared. Is that intended? I do remain ambivalent over the 'Camillan' units given the timeframe for them is most likely much earlier than the Mod's framing.
**PS - 27 turns in (but I guess I have tried to play less than 10 campaings so far) - I have not before seen so many factions destroyed and then liberated in such short order.

Could you please take a look and fix it? I've not been able to advance my campaign before/after the new patch. I'm not in any betas, this is the only mod installed, and game cached verified.
Dresden:
If you have reform units unlocked early it sounds like a mod conflict or bad install of some type. Make sure you dont have any other mods in your data folder that could conflict

Unfortunately, I believe the cause is the DEI mod.
After your reply, I unsubscribed every item in the workshop, including DEI, deleted the entire data folder, including the one in AppData, and verified the game twice. Afterwards I installed DEI and started a new Campania prologue but the issue persists.
The issue along with the late units does not exist if the DEI mod is disabled:

I'm not sure the mod is actually meant to be used with the prologue.
Not sure what caused this but upon loading my save game today all my roman generals went all Adam on me ... While it is historically plausible for the times during time off i doubt they'd go commando while mustering men. Any ideas ?

Game version is the latest from steam with no beta patch or additional mods.
This impacts also the general portraits and seem to be affecting all the custom armor pieces added to all factions.

For me the change capital button goes away in those screens. It does hang around sometimes in screen transitions, but I am pretty sure it should go away in post battle screens. Maybe you have a mod conflict of some type, although I can't imagine what mod would affect that. Also no, I don't remember removing the Rorarii so it could be a bug
I wasn't aware it was a prologue campaign. DeI is not compatible with the prologue.
Did you download the 2 new steam parts?
My game has reached the thorax reforms, and I have researched the tech. But I am not allowed to recruit thorax hoplites via AOE in Hellas (Spartan thorax, athenian thorax). Even though the buildings there say I can recruit them, I can only recruit the regular kind and not upgrade.
I -have- reached the thorax reforms, not the thureos ones (I have thorax stuff in my armies already). I'm playing as Macedon with no sub mods. June 23 version
I did get marian reforms, in addition to saka/parthia/maurya too. So I don't know what's up, they are not even greyed out, they don't show up in the recruit window at all
EDIT: Same for keltohellenikoi thorakitai, and massalian thorakitai hoplites. The buildings say they are recruitable, I have all the reforms, but they don't show up in the recruit window (they aren't even greyed out)

Using the Steam version with all 10 packs checked and no other mods, playing as Athens I still only have the Iphicratean Peltasts after finishing the upgrade research, and not the upgraded ones.
Are you using any other mods/submods?
Make sure you have the new mod parts if you are missing textures. I am not sure why the change capital button is causing that problem for some. For me, it goes away in that screen. I will recheck it again.
