Basic Modding issue

Hi, I've been a fan of Total War games for awhile but I've been curious about how to mod the games myself, starting with Warhammer. I've gone through Caligula's excellent tutorial on PMF as well as .Mitch.'s on the Assembly Kit and both have gone very smoothly, up until the point I start a new game and nothing has changed. I create the mods, copy them into the Data folder with my other Workshop mods, than start a new game with only my practice mod active. The game loads just fine but none of the unit stats change. I have tried Steam, TW:W, TWeak, BOB, and PMF to run as an administrator hoping that would work but it made no difference. I've gone back through the guides half a dozen times and I don't think I am skipping a single step yet nothing changes in the main campaign. Does anyone have any idea as to what the issue could be? dumb question but did you go into the mod manager and activate your mod?
Did you deactivate any other mods that might be conflicting?
