Great mod! I was looking for a simple pack file that just lowered unit upkeep so I could yield the same armies I do in Napoleon, and that fits that plain and simple bill.

Yes, it does effect other nations controlled by the AI.

Installation instructions? Also what program/app is best to open your file? Thanks.

Just put the file in your Empire total war data folder and launch with mod manager. That's all their is to it. As for the best app to open my file, I used Empire editor to make this mod so I would recommend using that to open the file.

I just downloaded this, it's a mod pack not a movie pack so if you haven't got a mod manager set it up in the "user empire script" Captain Orange
