Being that Stannis' diplomat is within range of his men, you would need to actually spend time and money surrounding him for a turn.
Only when there is no chance at all for the enemy to save their diplomat, will they merely be captured.
If you want him, build some forts and claim him.
I asked Soul about this just to be sure, and he told me much and more the same thing.

That move at Golden Tooth was kind of a last resort. I don't think we need to continue this. There is no way to stop your invasion of the Reach and everything afther that. Since I'm barely making any money.
