    Default Hobbit autonomy - how?

    I'm hoping some of you can help me.
    I'm playing as Edoras in v.3.2 and has initially declined Hobbit autonomy.

    Now I have decided to give them autonomy.
    As I have understod, I should place a diplomat in the city of Michel Delving and then I should be able to grant autonomy, but nothing happens.

    Should I do something actively or simply wait a certain number of turns?

    I think you did it correctly, but I kind of remember you have to wait for some turns...

    Looking at the script it appears that you need to own Hobbiton, Michel Delving and Longbottom (none of which under siege), put the diplomat in Michel Delving and keep him there for maybe as many as 15 turns - this long wait because you declined the offer earlier.
