"Loot and Raze" Why not?

Why there is no option to "Loot and Raze"?
I think it would make complete sense, many players just loot a settlement to raze them the next turn, mainly when your race can't occupy the settlement.

Could have been an oversight.

Or perhaps they thought it wouldn't be balanced if you could not only annihilate a settlement but you could also take a ton of gold from it, i'm not really against it nor in favor but i do like that it kind of forces you to choose between profit or safety.
