Denmark or Norway, depending on which one cjm81499 wants. Then Poland or Hungary depending on which one Black-Wolf wants or Sicily(relatively weak faction)

Denmark or Norway are probably the best for newer players but Hungary/Poland/Sicily outnumber everyone else togheter.

Im gonna guess you got the wrong settings for Stainless Steel, on the last page you can find a complete download of Stainless Steel which is the exact same as my folder so it should work.
