SHOGUN 2 after Download, Installation Problem on Steam

After the 2 Day Download on Steam(Downloading from DVD wont work) I wanted to start the game. The Default Installation starts and then:
steam servers are too busy to handle your request error code 2
After some research, trying other download regions, trying the Game data repair, nothing works.
Is the only way to "play" the game the redownload option?!

Getting same thing with Rome 2.. seems its some error on STEAM side, affecting all newly installed games

I've installed pretty much all the total war series on a new machine these past 2 days and all have been fine except for Shogun 2 which is showing this exact error.

Downloading again doesn't help, I've tried a ton of fixes and none work. My last hope is changing the drive it's installed on.

i dont think it will change anything.. i have my STEAM folder directly on C: and its doesn't work for me..

Same, though I was attempting to move it off C:, though it's failed to work. So I'm genuinely stumped now.

you, me and hundreds of players wanting to play their games through steam... seems this issue impacts quite a large amount of games now.. checked the steam discussions and was surprised steam support is still silent about this...

FYI - you might have issues after latest Win10 update. possible fix is to reinstall visual C++ libraries, as the update messes up them quite well..
