I've tried editing the starting diplomatic stances for the factions using Tweak but it didn't quite work. Could someone point me to a tutorial or just tell me where to do it?

What's weird is that some of the changes have gone through when I did it on Tweak but others haven't. Cant get Franks to start at war with Western Rome but I can make burgundy a vassal of Rome. Working on a overhaul mod that updates the GC to 833 fyi

Ok you go to TWeak, and Go to DAVE, then you go to Form Launcher and you will see what is in the picture:
Then you go to the bottom where you will find the highlighted area, you edit Faction relations there, I choose the now I made at War with Rome for you to see a example.
