Normally I'd side against stopping people with doing what they want with their own body, but I'd barely trust an 11 year old to get out of bed of their own power in the morning... Entrusting them with this sort of decision at that age is out of the question. Health problems stemming of taking hormones at this age can't be pretty either; the body's a lot more vulnerable to developing long term issues before its finished growing.
Couldn't they just wait a few years like is normally mandated for this sort of thing in a civilized country?

The whole point of hormone blockers is to prevent puberty. After puberty it becomes much more difficult to transition to the opposite gender. And by the way, hormone blockers are not permanent. If this person decides later they are in fact a girl and not a boy, they can stop taking the hormone blockers and resume puberty.
