i don't think the peasants should be on horse back because it is not historically correct as they would'nt be able to afford them and any that were suitable would have been taken by the lord and sold or given to the men of a higher authority. since that LOTR is based in a medieval setting it makes sense to be the same.

Are you talking about the Tier 1 Northmen Scouts? I figure since they're "scouts", they're part of the official military and the military has provided the horses for them.
