Remove city evolving restrictions
I currently mod a mod for a mod ...
And the guy restricted many cities so they can not become higher tiers of city levels, I want to remove this.
The second thing is epic stone walls.
It's about Europa Barbarorum, which does not allow epic stone walls, is there an easy way to get them back in?
Same for foundries.
