Bree would be easier and would involve hobbit buildings that could be used for the shire settlements as well.

That is a good point about the hobbit buildings. I should like to add that, when it comes time to customize the Hobbit settlements, they should be unique among middle earth settlements as giving no precedence to defensive features, with the possible exception of Buckleberry.
