Fixing broken Sounds without Sinfonia Semplica

As the title says does anyone know how to fix broken sounds ( bows of custom units sounding like cannons) without using the Sinfonia Semplica method ?

the sinfonia method worked on my Desktop PC, but doesnt work for my gaming laptop for some reason..... which is where i actually play the game in High Detail >.<

Would really like a fix.

As far as I know Sinfonia is the only solution.

But what doesn't work? The tool itself? normaly you can copy the sinfonia pack to all other pcs.

Yeah When I copy the sinfonia pack to my laptop the sounds are still broken....

Cant run the sinfonia pack or PFM on this laptop because its an ASUS ROG with a ghetto install of win 7 on it ( Win10 w bloatware was freaking out about trying to run Shogun 2, had to install 7 but theres no driver support for this laptop, so its real ghetto but i got it to run the games i need) when trying to run PFM it says im missing microsoft netframe work 4, but im pretty sure i have it / cant install a new copy its just all janky.
