Actually you want it in between. I'll explain...
I have tested this, by playing a full campaign with the spawn value on 999,
what happened was the rebels near their cities kept spamming out full stacks, instead of spawning out in the middle of their provinces, they literally filled stack after stack of armies right next to their cities.
I had 4 full stacks of armies in the Jedda region in my egyptian campaign!!!!
Now I have also tested this by playing with the spawn value at 0.0000000001... or close to it, and what happened was I continuously got little tiny stacks with about 1-4 units in them all over the place.
However, unlike 999, they did not spam full stacks next to their cities...
I think if you truly hate rebels so much, go into your descr_regions and put as a resource "no_brigands" (but without the quotes), you can also use "no_pirates"
Keep in mind this will also get rid of heretics and witches in the region since heretics and witches are categorized in the game engine as brigands.
The no_pirates, no_brigands features must be added in the ressources of the regions, like the first province you see when you open descr_regions.txt (data\world\maps\base) :
North_America
Miccosukee
aztecs
Native_Rebels
212 198 206
tobacco, coal, america, no_pirates, no_brigands
However, at the end of the campaign (when America is discovered), those 2 ressources are disabled.
