Not a good development for this HS, going from 5 to 4 players
What about OotMM - Rohan - Rhun - Dwarves. It leaves a lot of rebel territory so everyone can move around and it is easier to make objectives compared to a HS with adjacent factions, I think.

From a balance perspective, I think Dale and SE are the worst factions in that area of the map so not including either is wise.

I completed writing the victory conditions/objectives. I will now discuss them with Joe and hopefully we can start within a couple of days!
