    Default [Amendment] Citizenship Restoration Bill

    PROPOSAL
To restore the concept of "rank" to citizenship. The complete reversal of this amendment.

    RATIONALE
I admit it; I (we) made a serious mistake. The uniqueness of TWC is citizenship. It is more than an award; it is a status a "rank.". The status of rank should and ought to be restored. If not, just how unique is TEC from other sites. Many sites do give awards or give recognition for expertise or service. Citizens represent the best of the best members of TWC. We expect the members of this group to be role models for the forums. In fact, even non citizens expect us to be role models. We must correct the wrong that we have created.

The uniqueness of citizenship and TWC is not causally linked to what label we slap on it, but what we make of it.

Also see the discussion on the triumvirate reform.

So.... make citizenship fun, and draw them back in. Citizenship is still a reward which grants a status symbol. That has not changed. The Key is to make that symbol relevent again.

Tis what we make of it. "If" you/we create the allure, they will come. for example...

The death of the CdeC created left an activity void that has yet to be completely filled.

    * It's too hard to get into the CdeC.

    * Duffers casting undue influence by having four members who were long standing CdeC chair holders. That fed into the Duffer/Shambala/{incert the couple other groups who were in the mix.} power struggle.

    * The CdeC offered twelve elected seats with which members could get their feet wet into site politics and get a feel for things. Now there are two elected slots for a marketibly much less workload.

    * And so on, with CdeC related Curial stirrings.
The allure of citizenship has always been tied to the carrot/stick system for participation in site staff. The Allure is also tied to High profile citizens and their vocations. A handy example of this is Halie's current hiatus. There are also other prominent TWC Members who absence is noticible and which also creates a void.

With the death of the CdeC, it now falls upon us to create a new stir about citizenship. For example Citizenship applications, should be more than just "rubber stamp" affairs. It's time we make it fun! Also another thing to remember about citizenship applications is that since tracing posting histories is now broken. Applications need to be more thourough since the citizenry cannot preform research like in the days of old.

Easily opposed, I don't see any benefit from backing to the old concept of "rank", really.

Actually, the system still distinguishes citizenship as a rank even though the term itself was removed. Citizenship is a rank. This bill only restores the term for which defines it.

It does make you wonder just what we were thinking when we changed it in the first place. It is about putting back right again.

Avian Support. Things were good in 2008, we need to get back to that period.

Well that is being caught between a rock and hard place. Going forward is certain death!

So PikeStance step into the quantum accelerated and vanished.... he awoke to find himself trapped in the past, facing avatars that was not his own.... and driven by an unknown force to change history for the better, his only guide is [Curia history and tradition] which appears only in the archives in which only Pike seems interested to see and read, and so PikeStance finds himself leaping from thread to thread striving to put right what once went wrong and hoping the next leap into the thread would take the Curia....

You cannot turn around on the time axis (speed of light is the upper limit for movement). All we could do is re-establish a sorry copy of the old institutions, but with the changed external and other internal circumstances it would not be the same as 2008. It would be people of 2016, in the circumstances of 2016, with the social networks of 2016, the total war games of 2016 and the rl of 2016 helplessly trying to emulate the year 2008 by forcing the institutional structures of 2008 on themselves. I cannot see how that would end well.

The initial decline of citizenship took place between 2011 and 2012. After 2012 it stagnated before taking a big drop recently. The activity was a more gradual and steady and can be link to the decline of patronization. All of this took place well after the date you posted above. Also other forum sites are not declining. Most people I know use social media to share not to discuss. Moreover, the people that no longer to the Curia are still on the site. They are just not coming to the Curia anymore.

Lastly, this isn't about emulating the past. I am not sure why I have to keep repeating this. I explain this to you already. This is about correcting a mistake to move forward. The direction we are going will be the end of the Curia and citizenship.

Abstain. I feel that being new to the Curia does not give me enough background knowledge on the issue to make an honest judgement.
