Start with simple stuff and build up your knowledge.
For example start with a blank image file.
Cut from other texture files the parts that you want to use and paste them on the image file in a way that economizes space,
That will be a good exercise for you.
hey i already know it all about textures i just need to know how to resize or make it smaller to fit the new textures, look i found a smaller version of the same textures for the shields i want to add , there is no tutorial about this , how can i make the textures smaller

For crying out loud, my friend, you need a tutorial in the use of photoshop or GIMP before you can use any other tutorial.
    Anyway ,
    Which one do you use?
Did you ever bother exploring them?
Or google the question "How do I resize an image in photoshop/GIMP?"

In photoshop, under the Image tab, there is the Image Size button, which allows you to manipulate the dimensions of the image.
Be warned the resulting image will be of lesser quality.

In GIMP, you can find the same function under the Image tab, in the button Scale Image.

Model manipulation is an art, not a science.
It may have it's technical aspects and it does require imagination, but it still is not a science.
Do you think a painter ever learned his art without getting paint under his fingernails?
You need to get dirty if you want to do this sport.

can I increased the dimensions of the attachments.texture file from 1024x1024 to 2048x2048 or 2048x1024 in order to have more space , and how do I know the width and height for scaling m2tw textures for a new layer if I want to make them smaller?

    Yes.
But the dimensions of all the texture files for the same model (figure, attachments and their normal maps) must be the same because the game will take that for granted.

    By trial and error.
Or you can create a new 2048x1048 file and paste on it the two 1024x1024 files you want to combine.
Then of course, you are going to have to redo the UV mapping of everything.

    You don't need a background.

Open your model with milkshape, designate this file as the attachments texture and start remapping the UV coordinates of the groups that have attachments as their material.

when I open texture coordinate editor some of the attachments faces appear like as a single line like a bunch of dots just stretch in a single line and most are of reach from the pic and I cant select them? what s going on here?
