Windows 10 issue: Will not play

I have Windows 10 pro installed, and I have installed Rome:TW twice, and I get errors telling me to run in Admin mode (doesn't work) and mss32.dll is missing (it's not), but nothing I do, and no advice I find on the net allows me to get Rome:TW up and running. I really wanted to get it up and running since it runs without STEAM, and I hate, loathe, despise STEAM. Any ideas how to get it running again?
