    looking for small faction but with strong units!

    That means: not too many cities on the start but possibility to expand quickly!

    I guess that would be the Silvian Elves. They have an excellent infantry roster and some of the best archers in Middle Earth. They also have good horse archers but no melee cavalry sadly. Most major submods divide them into Mirkwood and Lorien, you might want to look into them if you want fewer than four regions.

    If you're playing without submods, then Silvan Elves or Isengard is your best bet. However, Isengard is much more challenging.

    To expand quickly Silvans are ok, I have discovered too that Eriador can do the same. plenty of independent little locations to take all around, some of which you can trade with t he dwarfs for other more convenient, plus you can make an agreement for a join attack that Gundabad cannot resist. Later on you can make another with them and the silvans to anihilate the Misty Mountains'...

    But if you want a small faction with strong units (not so big expansion), the dwarfs.

    And a small faction with weak units and difficult expansion, Dale.
