    Do you know in which file i can change corruption levels?

    As far as I can remember there was never a descr_settlement_mechanics file like we have in MTW2. And presumably since that file is XML, it means that those values were previously connected to the exe.

    What you can do however to manipulate corruption is add law bonuses/malus to buildings and characters. As law manipulates corruption. Sorry for giving you such an indirect way compared to MTW2 but RTW devs themselves also used law to manipulate corruption via the trait 'Corrupt'.
