are you using steam or cd
use the no cd cracks and it should work i did fresh install of rtw steam version and it opened then did fresh install of rtw cd version i got same issue as you but after i used the nocd crack and the games worked as before on win 7/8.1
Yes, unfortunately CD cracks border on the line of illegal and this form is all about playing within the confines of the LAW and not breaking Creative Assembly nor this forums Terms of Service. Unless CA themselves release a patch that allows you to play without the CD. But that has yet to happen

And for RS2 to work? I might have to update to wins 10.

To sum up what has been said, RS2 (and RTW in general) with CD versions does not work with Windows 10. Rs2 also does not work with a Steam version of RTW\BI. I have gotten 'closer' to isolating the problem....it is an issue with the newer buildings in RS2 and how I\we did them....but the full solution still alludes me. I did get a city to load (finally), by making some rather drastic changes to where files are..but only a few buildings would show up in the settlement. It's going to take me a while to figure out why that's happening, but at least there is a bit of progress there. But, even if I GET RS2 to work with Steam, I will have to completely rework how RS2 works in general....lot of work and time, I'm afraid.

To sum up the article. The old school DRM that was present in the games of old like Rome total War can introduce loop holes into the computer and make it easier for hacks to happen. Looks like we are screwed
