How can I defeat the Elves and the Dwarves?

Playing as which faction? And what do you mean by defeating them? On the battlefield, on the campaign map?

As Harad? You're not likely to encounter them on the battlefield. But if you do, release the Mumakil.

Use your fast cavalry units to engage the elven archers as fast as possible, they are deadly if left unchecked.
Use heavy cav to repeatedly charge and retreat the back of the dwarfs, while you have them pinned with your infantry.
And release the Mumakil.

Against the dwarves you should use archers, preferably armour-piercing ones because while they are heavily armoured they are also very slow. Against the elves yous should just try and swarm them because that is the best way to negate their Archers (doesn't matter how good they are, they die all the same from elven Arrows so you might as well thro loads of weak units against them).
