what the point of forts?

when i build a tons to keep enemies out of Ba-shu, since there is a limited amount of entrance and i created enough layers that they need to destroy each fort to reach me, and not just enemies but neutral forces( not rebels) manage to station tons of forces in my lands like they tend to congregate and its annoying cause they literally block my path and i either have to bribe or destroy them.

also I feel ba-shu force dont get a lot of love since they have the most bland heroes no change in models
and that 99% of the enemies are captains when i wanna kill generals
