Less Imperium penalties

Hello, I have made a mod that reduce most Imperium penalties and almost erase the annoying diplomatic penalty...
It is my first mod and my modding knowledge is very basic so be careful and if it don't works for you say it with nice words please any advice or suggestion will be welcomed , I used it and work with all the factions in the Grand Campaign, I don't have any DLC Campaign so I don't know if it will work on them..

The values for Imperium level 8:
Vanilla
Diplomatic penalty: -100
Public order penalty: 50%
Political action cost: 192%
Political incidents: 48%
Corruption: 30%

My little mod:
Diplomatic penalty: -10
Public order penalty: 16%
Political action cost: 30%
Political incidents: 20%
Corruption: 15%
