Different Tech Trees for different Nations

Hi just asking, does each nation pursue different technologies, and ideologies, like example abolishing slavery, or the inquisition, or introducing the inquisition depending your ruler or how you want to rule.
Or deciding more liberal and enlightment direction, and becoming a constitutional gov. And proceeding to create a constitution? Or Will it just be a generic tech tree for everyone?

Okay cool, if you need suggestions let me know. Presently been reading alot during that time, the political and economical and industrial status that spain had.
Spain in generally had started off well in the time of Carlos III and his liberal upbringing from Italy. But after Carlos III Spain stagnated considerably. So if needed any ideas let me know.
