I believe they are only useful when using the Shire Autonomy script which I am pretty sure does not work in Hotseat games.

I just got back from a 4 day music concert (Bonnaroo) I have finished my Harad turn and all that is left for Rhun is one battle. I hope to get it done today but If not I will finish this tomorrow because I am also working on several other hotseats.
