    Firstly, the army will attack again the same region with the +1 bonus. Then, we'll continue building the capital and if the construction is finished, let's build a fleet in the Bay of Biscay with the last move.

    After the great victory of general Marcus Glaber, Empress Agrippina deceided to organized 100 days of chariot races and gladiator games to honour the general and his legions after he succesfully seized the province. Thousands of captives are shown through the streets and a dozens of statues are erected to Marcus Glaber.

    And during these Celebrations, Agrippina announced the capital Rome will expand considerably. To achieve she addressed a speech to the crowd.

    Attack the same region with the army,and attack a region in Cyprus with the normal move(naval assault).Use the spy on the attack in Greece.
