Faction Relationships

How do make it so factions start out allied to each other.
From descr_strat.txt
faction_relationships sicily, at_war_with slave
If i wanted sicily to be allied with the papcy how is that done?

In order to do that, just add the following line to the diplomacy section:

faction_relationships sicily, allied_with papal_states

This can be done for any faction, once a game is started the 2 factions are allied to each other.
