I'm curious about the warning not to "cheat" on the economy that is in the pop-up when first starting a campaign. Does this refer to using cheat codes or is it a warning not to change the tax rates from normal...perhaps because the program lacks adequate buildings to control the tax penalty?

It refers to cheat codes. Cheating in any form and if only once will render the balance of the game obsolete. However it is very useful for testing for us modders.

There are no repercussions if you do cheat, you will just have to mention that you have if you are ever asking for help relating to balance or difficulty.

OK. Thanks. The wording was just cryptic enough (for me anyway) that I wanted a clarification.
