Casterly Rock does have a harbor which was identified in the World of Ice and Fire book. Large enough to hold a shipyard, wharves and docks. Ships the size of longships and cogs could enter it.

Its probably more of a private harbor (a place that goods for House Lannisters and whoever else lives in the Rock to be unloaded) seeing as most, if not all, traffic goes to Lannisport.

Casterly Rock is now considered to be a coastal province due to what we have learned from the World of Ice and Fire.

However, it will not have a naval squadron assigned to it nor will it get any naval points if the coastal building tree is built (though the income bonuses still do go into effect). This is because I don't want to mess around with naval balancing again (and the tinkering with the regional bonuses that come with it.)

I try to keep you not all too busy with this, but maybe this RP could need some unforseen or random story lines, not necessarily told be me, as the Targaryens are right now unshaped steel.

If allowed, I also do not mind anyone to participate with Braavosi NPCs, as long as the plot is kept realistic and their only purpose is to develop the character of Viserys and Daenerys. I guess this might help the plot more than Westerosi sailing randomly over to Braavos to aid their exiled King.

It's not needed since you aren't taxing your vassals. The roll would be a 20/20 due to the vassal modifier.

So they shouldn't have forces on par with the other Free Cities, there's a reason Pentos pays off their enemies instead of fighting them. In fact I've thinking every Free City should have its own levies. Bravos and Volantis are going to have larger forces than Myr or Lorath, and Qohor only has Unsullied defending it.

Every Free Cities already has a certain amount of levy points assigned to them and for now, it will be all of the same size until I have more time to work on a new version of the rules. The size of the levy will correlate to how much money you can earn from raiding them.

Wealth of Provinces:
Free City: 150,000 income
Provinces directly next to Free City (representing suburbs/outer farmlands): 70,000
All other provinces: 20,000 income

Defenses of Provinces and Detection Penalties:
Free City: 10,000 point land army, 5,000 point navy, +8 detection roll, plus any sellswords (NPC companies will be assigned a home city) that may be in or near the city at that time.
Nearby Free City Provinces: 2,000 point army, 500 point navy, +4 detection roll
Other Provinces: 500 point army, no navy, no detection bonuses.
