Vassal limits bugged?

I can not transfer ALL the vassals I have, so the size of my kingdom is limited by vassals limit, no matter what I do (increase diplomacy and stewardship, create more titles, etc.). I can transfer most of the vassals, the problem does not only occur in old saves, and sometimes I can only transfer a vassal to a certain duke/king, but not to any duke/king, even though both have room to accept more vassals. I would like to know if:
1) Someone is having the same problem?
2) Is it a bug or is this how the new game mechanic is?
3) How can I edit to take away/increase the vassals limit, or desmene?

You're better off posting this on the official CK2 forum.

For what its worth, my opinion is that they pretty much given up hope of ever fixing the game and just are designing "new" things they can ask money for in dlc
