i turned off the assinations videos but now i cant find to turn them on again

In order to change that, there is a file located in the main folder, depending on where you placed it the path may vary. But the default would be

C :\ Program Files\SEGA\Medieval II Total War\medieval2.preference.cfg

Open this file with Notepad, and then locate the last segment in the file, which is called "[video]"

Under there you'll see various options about video and most likely is the following the only thing you have to change.
Among the settings you'll find infiltration_movies = 0 just change that to infiltration_movies = 1 and your movies will show again.

can i turn off that the arrows disappear on the ground ?

Nope.

but you can turn off the green circles under the unit. In the same file change disable_arrow_markers.
