Default Advice for province management as WRE in Attila? Food, public order, etc

Has anyone gotten to grips with the province and public order system in this game? I'm pretty sure that I read that a shortage of food in a province actually leads to bad public order there, even if you're in an empire-wide surplus - is this true? If so, I'm beginning to wonder just how much new stuff there is to the empire management side of things and how to do it.

If you have food deficit in a province while carrying a global surplus you get -1 to PO, which is a pretty minor debuff. What really hurts is -25% to the province's wealth (all wealth types).

A curious beast is sanitation and it's mirror: squalor. These are checked in each region separately not at the province level. If your squalor is higher than your region's sanitation level you get a risk of a plague outbreak in the settlement. In the couple cases I got an outbreak it gave me -1 to PO and -1 to growth: so, both were pretty minor hits, making me wonder if we need to worry about squalor and sanitation at all.

Some folks report more serious hits for other disease types. So, I might be wrong. Also, having all regions of a province in squalor could result in pretty serious province-wide disease hits.

I have no idea what hit me yesterday. I had a 360+ food surplus faction wide, then I conquered a province in Britain and the turn after I was -20. There was a famine message, and then thing went south for a bit. Famine? I had tons of food. Ok, I upgraded some fields to get in surplus again and I was +60 after a few turns. A handful of turns after that I had over 380+ again. Was that an event? What happened? Famine? I have no idea, and it didn't show any subtractions on the Event-info when hovering over food stores.

Did one or several of your towns get sacked/damaged? Any damage to settlements/farms can disable them, losing you the precious food and income they provide.

Also sacking a settlement will destroy it's structures oftentimes.

Nope, all of my provinces was well secured and safe. It just really happened, and with no clear explanation why or why it returned to normal after a few turns. I can live with it being a event, but I would like a clearer message for it if that is the case.

Could be a really bad winter? I know climate change is supposed to be a factor, and I have noticed my food supply fluctuate as the ERE. Which faction were you playing?

Climate change is reflected in a region's fertility rating. For example, an 'infertile' region has a base fertility of 1. Climate change after Attila is born assigns a penalty of -1. Over time, that really hurts farming, and you have to rely more on goats, camels and fishing.

A "bad" winter effect is restricted to specific regions, I believe, though I haven't paid too much attention to that part of it yet so I may be wrong.
