Can you make it so the penalties are not completely removed but simply just half the negative penalty? like 50% less food consumption from buildings, half the squalor from buildings, and higher sanitation (or lower sanitation negatives).
I think the food is fine but sanitation is where its the problem
Yea This game is concentrated on the fertility mechanics so I don't think lowering food is a good idea, neither is lowering public order or mayb 15-20% less could be a good Idea. but Sanitation in the other hand its dragging everything down. At the moment in my campaign I need to have a Waterwork or well in every city and town, taking away space for important buildings. :/ Its super frustrating.

Maybe it would even be possible to change all the Sanitation effects to count for the whole Province. These effects are already on some Buildings but only provide +1 Sanitation for all Regions in a Province but higher Tier Buildings add more than 5 Squalor - per Building ! so maybe if someone changed the +5 Sanitation for a City to +5 Sanitation on the whole Province this would already fix that issue.
Public Order should stay untouched and Food shouldnt be changed further than -20%.
I don't mind the sanitation penalty at all, it makes perfect sense to me. The public order penalty on the other hand doesn't, food I can kind of see but maybe not as much as it is currently.
I don't mind having to have sanitation buildings in every town/city, but I dislike having to deal with the population being unhappy because now theres a Goat herder in their town or theres a craftsman.
please make one where they are still in effect but halved and Separate mods as well.

Is it possible to update this? It cancels all the benefits of the buildings(mainly religious) of desert kingdoms and all who were added after them.
