That would be interesting...but Playing SS 6.1 Basileia ton Romeaon submod years ago I realised why Basill made that desision.
Basill was in war against Lombard Dutchies in Italy, against the Bulgarians and against Abbasids in his eastern borders. The army was extremly streched and faught continiusly for decades!
Cherson was crusial for political and finansial issues and the loss of it would triger more revolts. That is why Basill gave his Sister (a crime actually) to a Barbarian. The State and its people was above any feelings Basil had and Basill served his state above all!

And for Abbasids despite the fact that Abbasids and Tulunids will already have Turkic origin military "nobles" under the Amir Ghulams units.
Those mercenaries will "justify" the future birth of Scithicon in Roman army. We still have not desided if Scithicon must need both Magyars invasion and Turcomanic Leaque's one.
The problem is that the Turcomanic invasion will be close to TGC timeframe end (arround 1000 like Normans).
