The newer games are less moddable than the old ones though in many respects. PR stunt?
Moddability is one of the most genial things that game developers can do. If you look at a some of the largest games in the world you can see that many of them are derived from mods. LoL, DotA 2 and CS to mention the biggest ones.
From a business point of view I believe that game developers would have a metric shitton of money to make from three things: 1) advertising available mods 2) making the game easily moddable 3) making modinstallation & patching as easy as possible.
CA has done well with ease of use with the whole steam workshop thing. I have tried it for R2 and it's really ridiculously easy. Moddability is debatable in the context of other TWs, but in the context of other games TW is undeniably one of the more moddable ones. Advertising mods on the other hand...

Day Z is the only thing I need to know that mods are profitable. Arma 3 has most likely sold more copies because of people wanting to play DayZ than because of people wanting to play vanilla.
