If you want to avoid the civil war mechanic in the game, you will need to balance the influence levels properly.

Furthermore, I think having the population being angry/low civil obedience/red frowny face after another ROMAN takes and occupies the city should be changed...what's the difference, everyone's a Roman citizen now after Caracalla's decree.

It would make conquest easier as a Roman.
