I decide take a easy ways, yes its will be more job but alas, its can be done, i give up looking xml document just dont understand how to begin with regarding city zone, so i prefer going to actually reduce the projectile range. Since most of faction use Onager so i only need to nerf this projectile unit only.

Now with reduced range to 250 (still plan to increase 25 maybe) the human defender simply cant abuse the OP range by targeting enemy artilery in early moment after battle start, unless they own more sophiscated artilery eguipment like Heavy Onager or Balista
Early AI tactic by simply sent couple unit as bait, also to let enemy artilery target them.
Now they send half of their army toward battle in attempt stale player condition which must clog to prevent AI push futhermore. Notice i sent my artilery to focus them, its fatal mistake actually.
Now AI give fire power to destroy human defender clog, notice i simply cant sent my unit to reach AI artilery due its guarding heavily, notice the cav and range unit act as reserve.
More bad news AI also bring reinforcement, which also bring couple piece of artilery, increasing the fire power even futher. Which realy seal any tactic to win, since i cant risk outflank AI main melee because their onager will shoot me, not to count cav and range unit that gonna counter me. Anyways i cant reserve the condition . Doom is certain.
Seem as defender i cant realy do much damage. Next time I can put my artilery behind at least we destroy each other, before i lose. Anyways its almost watching real proper siege anyways. Hell its only minor and open settlement not closed one. I may have advantage number as defender but lose in fire power tactic. Artilery is king on the battlefield.
