    Default "Stay Away From the Water" (Fallout Louisiana Proposal & OOC)

    Stay Away From the Water



    I. This is an roleplaying 'game' set in the apocalyptic "Fallout" universe. If you are unfamiliar (really?), then just ask. You should still be able to play just fine.

    II. Understanding of English language and grammar, to a medium degree, would be appreciated. Alongside this, posts of a decent length will also be required (a paragraph or two occasionally).

    III. People roleplay as individuals in southern Louisiana, starting in October 2281 (concurrent with the events of Fallout: New Vegas).

    IV. Ask questions here. Hopefully I or someone else can answer them.

    V. Original characters only. No Caesar's Legion characters.

    VI. No powergaming, god-mode, or meta-gaming.
    In the case of player v.s. player fights, you cannot describe if your attack actually hits the other player (they do themselves).
    The two players will play fairly in this regard, and the fight will be roleplayed in a proper manner.
    People have who have shown a history of fairness are more likely to be favored than those who entirely seek glory or badass-dom.

    - "Favors" - power and status symbols that the Krewes give to those they like
    - "Flambeaux (flam-bo)" - torches, oil/gas street lamps.

    - "Gris Gris" - voodoo luck charm;
    - "GNO" - Greater New Orleans area;
    - "Hi-rise" - anything above sea-level;
    - "Indians" - Bourbon and Algiers term groups of humans who have turned to tribal or gang-like ways outside of Bourbon and Algiers in the New Orleans ruins.
    - "It don' madda" - It doesn't matter
    - "Maskers" - anyone wearing a mask;
    - "My-nez" - mayonnaise;
    - "Nainain and Parain" - godmother and godfather, respectively.
    - "The Parish" - an old suburb way out east, past Fat City;
    - "Pass a Good Time" - Have a good time;
    - "Picayune" - small, nit-picky;
    - "Pirogue (Pee'row)" - flat bottomed canoe used in the bayou.
    - "Soc Au' Lait (Sock-o-lay)" - Used in place of "What the?", "Ouch", or "WOW!"
    - "Uptown (uhp' tawn)" - Area upriver (west) of Bourbon and Algiers;
    - "Vieux Carre' (View ca ray')" - Old name for Bourbon;
    - "Voodoo" - witchcraft religious stuff coming from African slaves in the colonial times.

    The Story So Far

    It is the year 2281.

    More than two centuries after the Great War, pathways leading into the ruins of the city known as New Orleans ("N'oluns") have become more traversable.
    The sea and swamp has receded significantly in the last decade around the old city, and southern Louisiana becomes less isolated from its many different parts.
    Political change stirs under the gas-lit lamp-posts of Bourbon street, with the "lords" of post-apocalyptic New Orleans pushing out the Brotherhood of Steel from the city and declaring the region a kingdom. Their new leaders, the Louies, have fortified Bourbon, the "civilized area" around the old French Quarter, and taken in many people to the growing polity. Jazz, superstition, dark nights, gas-lamps, colonial architecture, and nightlife are what makes Bourbon.
    Across the Mississippi River from Bourbon is Algiers - the Ghoul-town of New Orleans, based around the Old Courthouse along the shore.
    While this part of the river is devoid of lurking creatures or large monsters, the two cities often shoot at each other.
    It's been 10 years since any open conflict has occurred however.

    The Brotherhood of Steel, being pushed out from Bourbon, have retreated from Central N'Orleans, and their dwindling numbers, cut off from communications with the main chapters way up north, have skulked off towards an old nuclear power plant just outside of Baton Rouge. They are now besieged there by Baton Rouge's supermutants.

    The swamp-lands to the west and south of N'Orleans are as foul and sinister as ever, but new evils seem to lurk and rumors are abound as ever.
    Horrifying tales of a crocodilian monster spread across the area, and violent cults and river-gangs seem to be ever more prevalent.

    This is Louisiana, descended from Old Louisiana, French and colonial.
    Superstition rules the dark, wet land in this post-apocalyptic future.
    Catholicism, Louisianan Voodoo, and crocodiles.

    Welcome to our home, so cozy and comfortable. Enjoy your stay.

    Appearance: James is a medium sized caucasian person. He is not too tall but not too short. He is not fat but not slim either. He is not muscular but he is not weak either. He has a crooked nose because a man broke it in a bar fight long time ago. His eyes are grey. He wears his beard long and bushy but shaves his head regularly. His hair is sandy blonde.

    Mentality/Personality: James is a pragmatic person. He is usually brutally honest and to the point. He is not an ambitious individual either. James tries to help the people in the swamps in the best way he can, charging only what they can pay him but he despises most of the city-folk and specially the Louies and the upperclass.

    Background/History: James was born to Henry Pilgrim and Mathilda Hereford, two locals from one of the small settlements in the swamp surrounding New Orleans. He was their only son. Henry was the local doctor and taught his son all he knew about medicine. When he was 17, James left the small settlement to explore the world. He got in a group of rather despicable people, bandits that harassed travelers in the main highways. He rode with those men for several years, until he had enough. James then started to work as a travelling doctor, offering his services in little towns and to wasteland wanderers. When he reached the age of 35, he felt the urge to go back to his hometown. When he returned he found out that his parents had died recently in a sad accident involving crocodiles. He decided to settle back into the town and take his father's place as the local doctor

    Appearance: caucasian with a tan, mostly shaven, usually misses a few patches. Has grey-green eyes, a small nose, a short blonde haircut. Slightly stocky build, but not quite overweight. Misses several teeth. Has a scar running across his entire left ear.

    Personality: Not the sharpest tool in the shed, but not completely stupid either. He has his heart in the right place, but doesn't listen to it too often, being more interested in guns and bottlecaps.

    Bio: Franky Callahan was born in the suburbs of post-apocalyptic New Orleans. His father, a caravan guard, met his mother, a scavenger, when his caravan stranded in the city. Franky was born in a gulf plate home with a roof filled with holes, built against the wall of an old hotel. His father raised him with the thought that one must always do what is best for himself, while his mother was too busy getting high on Jet. She assaulted Franky with a glass shard of a slot machine inside the hotel when Franky was 16. Half his ear got ripped apart, and that was the cue for him to leave his parents and find his own way in life. He stole his father's old hunting rifle, took his mother's Jet supply to sell it back to her dealer, and sold his services to a passing merchant. After living like that for several years, Franky had become quite proficient with his rifle. He had killed many bandits with a well aimed shot. His repairing skills had enabled him to use one rifle for many years before discarding it.

    Sick of the life as a mercenary guard, Franky took his leave from the merchant one night when they were in the center of the city. He had filled his pockets with bottle caps and spent them all on nuka cola and pin-up posters. Now, he's a homeless man with a gun and a trigger-happy finger.

    Mentality/Personality: Between Business man and survivalist. Cares only about those that benefit him. Heart breaking past has numbed him to most gruesome things.

    Background: He came from a Vault in the Lousiana area, and when people ask him why he left he says “Because it is no longer there”. Having fled his home into the hostile marsh that was Lousiana, it was Malcolm's knack for survival and ingenuity that kept him alive in his youth. Left home at 17, and survived in the outskirts of Bourbon and slept within the bones of the city of New Orleans. Bourbon was never kind to the young and naïve nor to beggars so he steered clear when he was new to the area. Over the years, scavenging from the abandoned areas of the city he survived and learned all about the city and its inhabitants. It was something between luck and his quick wit that kept him from becoming the next meal in the dark murky streets of New Orleans. Older now, the city has truly become his home, the locals knowing him by name. He is the adopted son of the city, a city of darkness and death. Taking from his past a small knowledge of what the locals call “Alchemy” but what he knows to be chemistry; has made a few caps here and there just to keep his “ head above water” . Wearing a suit he got off of a dead man he blends in like any other Bourbon local, but the blue Vault jumper underneath it is who he really is.

    Appearance: Long blonde hair that's grown out over the last few years from a neat cut;
    Not tiny, but noticeably short and thin. A pointy nose, and green eyes. Fair skin, though dirty.

    Mentality/Personality: Jean takes after his father and mother, without even realizing it perhaps.
    Raised by Enclave and interested in his paternal descent from the Commonwealth's Institute, he's directly interested in discovering or gathering technological treasures, whether for good, or for power, or just our curiosity. Like other Enclave, he's cautious and aloof towards others about information about himself or his goals, and even inherited a sense of superiority from both parents. Though he's not particularly selfish, he could become selfish if a situation tempted it.

    Background/History: Jean Stuart has a complicated descent.
    The Stuarts are known back in the Commonwealth of Massachusetts as a powerful family; Jean's uncle, Adam, eloped with a prototype Android and ran off south into the blue, with Randolph, Jean's young father, following with hired guns in tow.

    The hunt, after a good 5 years, led them into an Enclave outpost in the Tennessee River Valley; Adam and his android "wife", Missy, were taken in by the Enclave, while Randolph was left without an ability to continue hunting for the two runaways.
    However, soon, Adam came and found Randolph, and explained how he escaped the Enclave after they took Missy and are using her to steal technology from the Institute.
    The two hatched a plan to assault the Enclave outpost, and sought the help of nearby Midwestern Brotherhood, against their better judgement.
    Adam joined the Brotherhood, while Randolph stayed aloof, and then joined the Enclave later.
    The Enclave outpost was destroyed, Missy with it.

    Randolph wandered down south with the remaining Enclave members, instead of returning north, and had a son named Jean with an Enclave scientist just north of Baton Rouge. The mother, named Laura, stayed with the Enclave remnants in Baton Rouge, but Randolph continued south, interested in New Orleans.
    Eventually coming into contact with the Krewes of Bourbon, Randolph Stuart got involved with the movement to push out the Brotherhood of Steel from the city, which then succeeded 5 years later. He then began hunting for some rumored technology or machine in the depths of Fat City, but died of radiation poisoning in Bourbon.

    The boy, Jean, was raised by his mother's people, Enclave remnants in Baton Rouge.
    Jean, now in his teens, came down from Baton Rouge, retrieved his father's belongings, and began looking into this thing that his father searched for.

    - Well-built, from hard manual labour
    - Multiple scars across his face and body, with an unnaturally deep gash running from his left shoulder down almost to his right hip
    - Ginger hair untidily kept short
    - Pale eyes, the colour of (clean) shallow water

    Personality:
    - Quiet
    - Not prone to anger
    - Trusts only those who prove themselves
    - Is willing to do quite a bit to complete an assignment
    - Is willing to do anything to keep himself alive
    - Not fond of ghouls, and doesn't see them as human
    - Knows that there is a hierarchy and he is not close to the top
    - Has a vague sense of loyalty to the monster lords
    - Respects the dangers of the swamp and has no sympathy for those who do not and end up dead

    Background:
    - Born to two low-life junkies who preyed on the weak and defenceless, Thomas was only given the most rudimentary support from his parents
    - He was taken in as a babe by one of the lesser mobster families, raised initially as one of their own, until they realised that the boy could become what they couldn't do to their own children: turn him in to a weapon
    - They tried to teach him to hate, but the young boy just did not seem to have the ability to show any outward signs of anger. So instead they trained him to fight, teaching his everything they could about guns.
    - After a street battle which left the monster family close to defeat, Thomas was brought in, at the tender age of fifteen, to stem the tide. This he did without complaint, and some claimed without any sense of hesitation.
    - For the next five years, Thomas became their man on the street, protecting family investments and striking at the other families whenever possible.
    - However Thomas grew tired of the job he was doing, and informed his adopted family that he needed to refine his skills elsewhere. This caused a fair bit of initial hostility from his 'family' but as they died due to animal attacks, gang wars, disease and old age, Thomas became more and more forgotten.
    - Thomas first prowls the streets, but was quickly driven out by rival mobsters. So he lived in the swamp, alongside a small bandit tribe who preyed on the ruined city every time they needed something.
    - From them he learned about surviving in the swamp, what little of the vegetation was edible and which predators were not worth the hassle of killing.
    - Again, Thomas grew tired of their company and way of life, exiting without fanfare while they went off to hunt down a "pretty girl with ponytails" from the city.
    - Set up a modest mercenary contractor business right in the middle of inhabited N'Orleans, taking in people from the street and training them to be fighters and killers. Soon men and women who had formerly served with Thomas in the mobsters' gangs were joining up, eager to make money on a when-you-are-up-for-it basis, without the added gang affiliation.
    - Now Thomas lives part of his life in the city, taking odd-jobs from whoever wants to rent one of the most experienced gunmen alive, and managing his growing mercenary company. The other part is spent in the swamp, carrying out assignments for a whole variety of people, from lords to street junkies. He captures animals for gladiatorial fighting and being kept as a pet; collects strange plants for scientific research; hunts down murderers and snitches and anyone who has annoyed a wealthy enemy; laying traps in advance of secret talks, so that one party will never return.

    Current Assignment: Scouting for a strange crocodile-like monster which has killed several of Alexander Nimroy's best hired guns. Has brought along 'Sharp' and 'Grease', two of his regular backups from his previous mobster life.

    Attire: Tattered long-brimmed hat, which may have once been anything from a cowboy hat to a wide fedora, and long coat, covering even more tattered leather vest, buttoned shirt, and blue jeans. His shoes are old leather cowboy boots.

    Scruffy, unkempt, rough, and scarred, with a thick dark beard and wild dark hair.

    Mentality/Personality: Very quiet, he hasn't really done much "human interaction" over the course of his life, so he's rather aloof and gives off a "shell-shocked veteran" impression.

    Background/History: As a young Cajun boy, he lived in the swamps with his parents far from any society. One day, though, he ran away from home, having become angry at his father (for using him as alligator bait, so it was a reasonable issue). Eventually, he found his way to the Mississippi River, and unfortunately soon afterward found himself in the custody of a river slaver crew. He was raised as a slave by the crew, almost being treated as a son by some of them but being horribly abused by others. Eventually, as a young man, he and the other slaves decided to revolt against the slavers. He joined the rebellion and, after the death at the captain's hands of the leader of the revolt, took command of the slaves himself. He and the slaves successfully overthrew the slavers, all of whom he ordered slaughtered (and many of whom he slaughtered himself). Then he went rather mad with power, mistreating his new crew, and the slaves mutinied against him. They, however, were more merciful than he was, and threw him out into the wilderness with the slaver captain's coat, hat, and weapons, which he had claimed for himself. He then attempted to find his family. Eventually, he made it home to find his parents long dead (though peacefully) and his shack in disrepair. Since then, for about ten years he was wandered the swamps and bayous living off the land.

    Weapons and Equipment: Two revolvers, 'Faucheur' model. Engraved grip with a rose cross with two scythes crossed behind it, barrel have some manner of artistic pattern engraved that is based off a voodoo pattern. (Looks like a Ranger Sequoia from FNV), , Shishkebab(or a rapier). A combat knife as a backup weapon.
    Attire: A post-apocalypse version of a plague doctor's outfit with a trenchcoat over it and combat boots. Mostly black with patches of grey and brown. A pendant with a rose cross on it, a few trinkets related to vodoun. When not wearing the doctor's outfit, she usually wears a crimson tanktop and black jeans with the trenchcoat.
    Appearance
    : A paler than average caucasian female who is of above-average height, has waist-long red hair that is usually unkempt. Has a rather slender/athletic build.
    Mentality/Personality: A relatively unpredictable person that some could say is bipolar, able to shift from being viciously sadistic towards an enemy for a moment before cheerily making a remark to one of her allies. In truth her apparently deranged mentality is a charade, masking her usual apathetic, selfish, and rather heartless personality. She only truly cares for herself and sees any allies as simple tools, doubly so if they are of the mindless 'undead' or mutants.
    Background/History
    :
    Born into the Krewes house of LaCroix-Rondelle, one of the older houses sworn to the Louie and whose power has waned over time as they have increasingly turned towards the occult and voodoo to fight the tribals who harass their lands, eventually becoming a cross between Catholicism and Voodoo religion wise. Of course over time, partially true rumors they are capable of amassing an army of the "dead", while in truth the dead are slaves, soldiers of questionable loyalty, and anyone unfortunate enough to be found and forcefully conscripted that are drugged up with a herbal mixture crossed with psycho and jet that makes the "dead" nearly mindless yet dependently loyal to the LaCroix-Rondelle due to them being their only known supplier of the mixture that are used as almost fearless and suicidally brave shock troops that are supported by the rest of the LaCroix-Rondelle forces that generally are armed with a machete/combat knife for melee, either a hunting rifle/varmint rifle/10mm Submachine gun/40mm grenade launcher for ranged, and equipped with a combat armor that out west could be comparable to NCR trooper armor.

    Felicia, as a child of the LaCroix-Rondelle would be trained for the age of six in combat, occult/voodoo knowledge, herbalism, and conduct befitting a noblewoman amongst other things. At the age of fifteen she would begin to actively take part in the skirmishes the house's soldiers and "Zonbi" minions would have with the local tribes encroaching on land owned by the Louie's kingdom, Algiers(?), and the rare inter-Krewes conflict. However a family dispute between her father and his brother while she was out leading a mission against some tribals would end up leaving her stranded as her uncle would successfully seize control of their forces and order now his men to abandon her to the tribals along with a few loyal soldiers. She now has spent almost a year in the swamp, the small group of five after escaping the tribals through multiple skirmishes both on land and in the water for a portion(fanboat and canoes) and doing several odd jobs as a mercenary/bounty hunter of sorts(going by the name Crow due to the beak-like portion of her mask) has managed to return to the outskirts of New Orleans.

    Attire: Black Top Hat, Skull Mask, Clack Shoes, White Spats, Dark Maroon Undertaker Tailcoat, Black Pants, Purple Vest, White Button-down Shirt, Gris-gris (worn about the neck)

    Appearance: Samedi is a tall and thin man of mixed heritage. He has purple eyes, a thin mustache, and teeth white as pearls. His hair is closer to curly than nappy though he hide most of it within his hat. He has long boney fingers and spindly arms and legs.

    Mentality/Personality: The Doctor is a smooth talker and can be both charming and suave. On the flip side he's also sadistic, greedy, vain and cruel - always hungry for more power, because power means freedom from men and spirits..

    Background/History: Doctor Samedi was, infact, not born with the name Samedi - instead taking the name of the Haitian Loa when he began to practice the art of Voodoo. He was raised poor but relatively safe from the dangers of the waste. Little else is know of his childhood besides that he was eventually taken under the wing of a kindly Witch Woman who died a few years later under mysterious circumstances. He has never moved out of the Bid Easy, in fact he rarely leaves Bourdon itself if circumstances don't force his hand.

    Definitely something I would be interested in. However just a couple starter questions:
    - Are we all starting in the same closed area, or will some of us be in the wilderness and some in the city?
    - We are just come as we are? No small groups associated to the characters (gangs, family, colleagues ect)
    - Will this be a straight up survival RP or will we have a (massive) goal to achieve down the line?

    Sounds interesting

    Well, for this game, I would be interested in either the brotherhood of steel, or if that cant be done, I have a half baked order to play as a crusading order of Catholic warrior monks that fight for the church and the Bourbon kingdom

    I believe its quite clear that we aren't playing factions. Unless we are all a part of one faction, not everyone doing their own thing.

    That's the part I'm not sure about yet.
    Ideally, there should be either one or just a few different "storylines".

    It sounds really fragile, and it is - but when it works, it's beautiful and awesome.

    Also, um, Catholicism is actually stronger in the swamps. Bourbon is mostly "secular", but everyone in the entire region believes, respects, and fears Voodoo.

    Attack squads sound cool, but the rody was actually a whole articulated RP structure, and in the WH40k game, well, its a military RP, and Im gonna be rocking a company sized element with an ensemble cast based off anti-EUkranians rebels in the Donbas and from other assorted books.

    But more on point, well who exactly is this Louis dude who is proclaiming himself king?

    And if the city is more Ghouls/mobster-town, rather perhaps a character from a Militia from a Cajun Church run community or monetary or something, like A Canticle for Leibowitz sytle

    The "Louie" is more like a title as far as we know so far.
    They may be monarchs using "Louie" as a title, or they may actually all be called "Louie".
    Or they could be also be head mobsters (the most likely, regardless of what they say).
    Think of them pretty much like the head mobsters, but this N'Orleans system has the mobs setting themselves up as "lords" under a "king".
    We can delve into it more as we get to it. I'm hesitant to decide these things on my own; I'd rather have a collaborative process in-game.

    Oh, I meant the Ghoul Town was another thing.
    Bourbon is normal human, and like other places, they hate ghouls.

    The Ghoul-town can be based in another part of the ruined city. If anyone has a suggestion for where, please feel free to shoot.

    Weapons and Equipment: M1911 with several ammo clips. A dozen stimpaks, half a dozen rad-aways and three rad-x's

    Attire: Plain white t-shirt, worn. Brown cargo pants, worn. Black military boots, worn.

    Appearance: James is a medium sized caucasian person. He is not too tall but not too short. He is not fat but not slim either. He is not muscular but he is not weak either. He has a crooked nose because a man broke it in a bar fight long time ago. His eyes are grey. He wears his beard long and bushy but shaves his head regularly. His hair is sandy blonde.

    Mentality/Personality: James is a pragmatic person. He is usually brutally honest and to the point. He is not an ambitious individual either. James tries to help the people in the swamps in the best way he can, charging only what they can pay him but he despises most of the city-folk and specially the Louies and the upperclass.

    Background/History: James was born to Henry Pilgrim and Mathilda Hereford, two locals from one of the small settlements in the swamp surrounding New Orleans. He was their only son. Henry was the local doctor and taught his son all he knew about medicine. When he was 17, James left the small settlement to explore the world. He got in a group of rather despicable people, bandits that harassed travelers in the main highways. He rode with those men for several years, until he had enough. James then started to work as a travelling doctor, offering his services in little towns and to wasteland wanderers. When he reached the age of 35, he felt the urge to go back to his hometown. When he returned he found out that his parents had died recently in a sad accident involving crocodiles. He decided to settle back into the town and take his father's place as the local doctor
