Rules
General Rules:
1. No Unholy Alliance
2. No guarantees.
3. USSR must accept Axis trade deals as long as they're not impossible.
4. Germany must use "Drang Nach Osten" as the wargoal against USSR.
5. USSR may not take the "Fight to the Bitter End" decision.
War Start Rules:
1. Germany may not DoW any nation until after the "Danzig or War" event.
2. Italy may not DoW any nation (except Ethiopia) until after the "Danzig or War" event.
3. USSR may not DoW any nation (except Finland by event only) until they are at war with Germany.
4. Japan may not DoW any nation until after the "Marco Polo Bridge Incident" event.
Combat Rules:
1. No airborne landings onto province behind retreating divisions in order to kill them.
2. No disbanding cut off or out of supply divisions.
Build Rules:
1. 1 Para Bridge per 25 Base IC. Note: Brigade, and Base IC.
2. No land/coastal forts above L5 may be built.
3. No building units as reserves.
USA Rules:
1. USA may not be influenced.
2. USA may not enter the war before 1 Jan 1942 unless attacked by Japan before that date.
3. Until the US joins the war, Japan may not send units to the Middle East or Europe, and Germany/Italy may not send units to Asia.
4. USA may not move any troops into or out of the Pacific until they are at war.
5. USA may not move troops into Allies countries until they join the Allies.
