Loading a 40 unit stack on to ships

I go to load the army on the boats and it will only load up the first 20 units. How do I go about getting the whole army loaded? I watched France drop a 40 unit stack on British shores with one merchant ship and am wondering why I cannot return the favor.

You can't load them in your ports, you have to load your 40 stack army by selecting your army then click on the ship you want them to board. Make sure the fleets protected because you won't be able to move your fleet until the next turn.
