You need to literally obliterate their army during a battle. Run down as many of their fleeing men as possible.
It's annoying, but even letting a few men escape means the 'man on the campaign map' will live to fight another day - or more likely, destroy a few more of your farms.

Keep some cavalry in reserve, and use it to slaughter fleeing units.
The other option is to follow up and attack the weakened enemy army again (in the same turn). It cannot retreat twice and you can just auto-resolve and destroy it completely.
I enjoy running down the fleeing enemy with my light Cav. If you fail to get them all then follow the advice Didz gave. I like running them down though. I try to keep 4 to five cav units in each army. One or two fast and light, one medium and two heavy's. The heavy's come in real handing if you positions are being overrun. I think the game is geared to have the most fun as the French but I have been playing the Austrians a lot lately. At first I didn't like the Austrian standard Cav but now I like them a lot.
