I am having a huge issue with public order. I am at 230 bc, and since the beginning of my campaign, I have rarely seen public order go below -70% !

Really? Hard difficulty will make the public order that bad ?
It's a bit easier to hit F12 in game, which is the default Steam screenshot button.

Work up your political party influence, it will give up to 8+ to Public order if they go over 70% influence. Also you have issues from provincial instability, it will decrease by 1- every turn. You need to keep all the regions in the province occupied. Your instability show settlements have been lost and regained several times.
You've let it get out of hand on your own. All of the issue is caused by Provincial instability that will continue to grow -1 per turn. You need to get a garrison in that province and at you back to a +1 or more per turn, that -12 will not go away until the happiness improves. Otherwise, let it rebel as malcontents will leave for the rebellion giving a huge happiness bonus.
It seems a recently conquered province. The -12/turn you see due to "provincial instability" is a conquest malus. It gets reduced by 1 every turn though. The next turn it will be -11 (unless you add another conquered region to the province). Like suggested, probably a garrison in that province would help until the instability hit goes away. Also, might want to give them a tax-holiday for that same time: that will take away the tax malus. Third thing: deploy a champion in the province. That will improve things a bit too.
After you win battles, make sure to balance out between killing and enslaving your victims. Too many slaves will hinder your public order.
Also, make sure your provinces have Latin as its majority culture, as this hinders it as well. To increase culture use dignitaries, buildings, and tech, edicts.
presumably it's a recently conquered province, the provincial instbilty will decrease over time, till then reduce/exempt the province from tax, if you control the province, try the bread and games edict, keep garrisons/fleets in settlements and maybe deploy a champion. also, dont presume its fixed too early, make sure the happiness (both current and change per turn) are positive before moving forces/taxing/changing edict or using the champion elsewhere.
