Every time I try to play a custom naval battle, every time I even try to click the option in the custom battle menu, the game crashes. Can anyone help me?

Did you check the integrity of your game files via Steam?
Which mods are in your data folder?
Do naval battles work when you remove the mod?
Before using a new mod, you should clean your AppData Shogun II folder. Delete every folder besides advisor_history, maps, scripts, saves and avatar. This fixes a lot of problems.
