The state government would have elected "ownership" over its team. Money raised and won will be put back into the city of the team. People would flock to the games and cheer on true heros for the community, unlike fakey pathetic fans do today cheer on overpaid players.

In certain ways we have than already. Many cities have forced teams to sign long term contracts that force them to stay in the cities in exchange for funding, usually for the stadium. The taxpayers of Indiana even chip in for Peyton Manning. The City of Green Bay does own the Packers. The NFL, NBA and MLB are all government sanctioned monopolies. As far as the profitability goes, sports teams are not anymore profitable than any other large successful business. The players unions see to that.
